Chief Daniel Ruffin is an accomplished law enforcement and security executive with over two decades of progressive leadership experience spanning administrative oversight and tactical field operations across municipal, county, and special assignment environments. Known for driving operational excellence through strategy, discipline, and collaboration, Chief Ruffin combines a command-level grasp of policy and risk management with hands-on expertise in high-stakes field coordination and investigative leadership.
Throughout a distinguished career, Chief Ruffin has led complex, multi-agency operations and organizational initiatives focused on crime reduction, officer safety, and community trust. Chief Ruffin’s leadership centers on strategic planning, comprehensive investigative management, and interagency operational coordination. A proven problem-solver, Chief Ruffin conducts rigorous analytical assessments to identify gaps and emerging threats, then implements innovative, mission-aligned solutions that strengthen policies, procedures, and real-world performance. Dr. Corey C. Calhoun is a seasoned safety, security, and enterprise risk executive with more than 20 years of leadership experience across the safety and security corporate industry, education, and public safety-sector environments. He holds a Ph.D. in Education with a minor in Risk Management and specializes in building comprehensive security frameworks, emergency preparedness programs, and compliance-driven risk strategies. Dr. Calhoun has led large-scale safety and security operations for national organizations, strengthening physical security infrastructure, crisis response protocols, and executive-level risk governance. Dr. Calhoun is a peer-reviewed published researcher on school safety, he is also Vice President of the NAACP Annapolis Branch, advancing community-focused safety and resilience initiatives.

Joshua R. Sullivan
Joshua R. Sullivan is a sworn Maryland Special Police Officer and Law Enforcement Officer with over two decades of experience in public safety, security operations, and protective services. He serves as an approved instructor delivering Maryland Police and Correctional Training Commission (MPCTC) courses, along with Security Guard, Firearms, and emergency medical training programs. His instruction emphasizes legal authority, sound judgment, and real-world application drawn from operational experience in law enforcement, executive protection, and investigations. Joshua is committed to developing confident, capable professionals prepared to perform with integrity, professionalism, and readiness under pressure.

Ricardo Biddy
Ricardo Biddy is a seasoned law enforcement executive with over a decade of dedicated service in public safety and organizational leadership. Currently serving as a Police Commander, Ricardo has spent his career bridging the gap between tactical excellence and strategic oversight.
With a deep background in specialized crisis response, Ricardo is a Certified Conflict and Hostage Negotiator, bringing a calm, analytical approach to high-pressure environments. His commitment to evolving police culture is evidenced by his role as an ABLE (Active Bystandership for Law Enforcement) Instructor, where he champions professional accountability and wellness.
As the former Officer in Charge of the Basic Police Training Academy and a Maryland Police Training and Standards Commission Instructor, Ricardo has shaped the next generation of officers, ensuring that departmental standards meet the highest benchmarks of modern policing.
